flo: Restoring XTRA GPS assistance 

Pointing the base config.xml to XTRA v3
and removing the redundant overlays

Bug: 36356863
Test: Fast GPS fix after delete all on Angler,
 and build confirmation on Bullhead's
 identical fix.
