Add word-wide region support for deb and flo.

- Active scan for channel 1 ~ 11.
- Passive scan for channel 12 ~ 14.
- Passive scan for all channels of 5G.
- Change default CountryCode from US to WS.
- Fix missing RF calibration parameters.
