Jaekyun Seok afc37de9b2 flo: Enforce RRO on framework-res 
Overlays only for framework-res will be converted into RROs.

Other overlays can't be converted due to some known issues on app RRO.

Ying Wang 4966914192 Push wpa_supplicant modules down to the leaf product config. 
Since 558477c0b2a5a7db679c1ad7551d43e6364d1df2 in
external/wpa_supplicant_8 we don't need those modules if
WPA_SUPPLICANT_VERSION is not set by the BoardConfig.mk.

Martijn Coenen 2f3b6282ca flo: Fix up NFC config files. 
- Set POWER_ON_DELAY to 0 ms, not needed for rev B5
- Set PRE_POWER_OFF_DELAY to 10 ms, allowing for safe SE shutdown
- Enable Kovio polling
- Disable B technology on eSE
- Set proper LPTD and PREINIT values for Flo
- Modified startup config to match Google builds and B5 config
- Moved Broadcom-specific config params to separate file
