V4L/DVB (4131): Fix cx88-alsa vs IRQ remote conflict

Browse source 
cx88-alsa was resetting the card on load, causing the IRQ IR handler
to go away (maybe others, too). There's no actual need to reset the
card, though, so that line was removed
