Currently we set CONFIG_CC_OPTIMIZE_FOR_SIZE which suppressed the compiler
warning of unused variables which can lead undefined behavior e.g. memory

For architectures which support a single policy for multiple cpus,
powerstats will not be initalized for all the cores. This change will
make sure powerstats is initialized for all the cores.

Keep time calculation in 64-bit throughout. If we have long times
between idle calculations this can result in deltas > 32 bits
which causes incorrect load percentage calculations and selecting
the wrong frequencies if we truncate here.

Commit 27ed3cd2eb (cpufreq: conservative: Fix the logic in frequency
decrease checking) removed the 10 point substraction when comparing the
load against down_threshold but did not remove the related limit for the
down_threshold value. As a result, down_threshold lower than 11 is not
allowed even though values from 1 to 10 do work correctly too. The
comment ("cannot be lower than 11 otherwise freq will not fall") also
does not apply after removing the substraction.
For this reason, allow down_threshold to take any value from 1 to 99
and fix the related comment.

Commit 448a5242bddb ("cpufreq_stats:Adds the fucntionality
to load current values for each frequency for all the cores")
introduced a change by which'cpufreq_allstats_create' gets
called at initialization (from 'cpufreq_stats_init' instead
of 'cpufreq_stat_notifier_policy'). This causes
'cpufreq_allstate_create' to be called before the freq_table
is allocated from 'create_all_freq_table'. Due to this, the
data for cpu's which are online at boot are not added to the
'all_freq_table' leading to the incorrect reporting of data
when the below sysfs command is run
- 'cat sys/devices/system/cpu/cpufreq/all_time_in_state'.
Correct this behaviour by altering the cpufreq_stats init
sequence by which the memory for 'all_freq_table' is allocated
before the 'cpufreq_allstats_create' function is called.

This avoids the race where a particular process is terminating and we read the
show_uid_stats. At this time since the task_struct still exists and we will account
for the terminating process as one of the active task, where as the stats would have
been added in the task exit callback.
When the task is terminated, the cpu_power for that particular task is added to the
terminated tasks. It is possible that before the task releases all the resources, cpu
reschedules the task or a timer interrupt is fired. At this point we will try to add
the additional time to the process, which will cause the accounting to be skewed. This
avoids that race condition.

cpu_power has been added to keep track of amount of power each task is
consuming. cpu_power is updated whenever stime and utime are updated for
a task. power is computed by taking into account the frequency at which
the current core was running and the current for cpu actively running
at hat frequency.

The current values for the cpu cores needs to be added to the device
tree for this functionaly to work.It loads the current values for each
frequecy in uA for all the cores.

There is a race window as explained below when governor tries to change
the cpu frequency and some other thread (say thermal mitigation) try to
change the policy limits simultaneously.

violating the policy limits. This causes thermal impact and in turn high
power consumption. So Fix this by calling __cpufreq_driver_target() always
with current frequency and leave it to __cpufreq_driver_target() to
guarantee there is no race condition when multiple threads are changing
frequencies.

__cpufreq_driver_target() checks if policy->cur is same as target_freq
without holding any lock. This function is used by governor to
directly set CPU frequency. Governor calling this function can't hold
any CPUfreq framework locks due to deadlock possibility.
However, this results in a race condition where one thread could see
a stale policy->cur while another thread is changing CPU frequency.
Thread A: Governor calls __cpufreq_driver_target(), starts increasing
frequency but hasn't sent out CPUFREQ_POSTCHANGE notification yet.
Thread B: Some other driver (could be thermal mitigation) starts
limiting frequency using cpufreq_update_policy(). Every limits are
applied to policy->min/max and final policy->max happens to be same as
policy->cur. __cpufreq_driver_target() simply returns 0.
Thread A: Governor finish scaling and now policy->cur violates
policy->max and could last forever until next CPU frequency scaling
happens.
Shifting the responsibility of checking policy->cur and target_freq
to CPUfreq device driver would resolve the race as long as the device
driver holds a common mutex.

The above hispeed delay and min sample time delays are used to
distinguish between sporadic load changes versus steady state load
changes. The governor tried to make sure the frequency changes only
when the load change is a steady state load change.
However, when the load change is for predictable reasons like
migration, the delays only negatively affect performance and power.
Once a significant load is migrated into a CPU, it's fairly reasonable
to assume it's going to continue contributing that additional load.
Similarly once a significant load is migrated away from a CPU, it's
fairly reasonable to assume the load will be gone forever. Future
migrations can bring back a load or take it away, but the
notifications that come along with it will allow us to quickly correct
for it. For this reason, when the load change is due to a
notification, do not delay frequency changes.

When governor is using regular busy time tracking, cpu_load will
never exceed 100 because busy time will never exceed elapsed time in
any one sampling window. The only exception is when frequency is
reduced in middle of a window (e.g. due to thermal throttling). In
this case, cpu_load is likely irrelevant since current frequency
governor has been voting is already higher than what target can run
at.
However, on a heterogeneous CPU system with scheduler input enabled
to track the load of migrated tasks, cpu_load could also exceed 100
when a task migrates from more capable CPU to slower CPU. When this
happens, governor already knows the exact frequency required to handle
this load. There is no need to progressively ramp up frequency in order
to assess the load's real demand. It's not desirable to starve such a
migrating task by forcing it through ramping up process on the slower
CPU.
Direclty jump beyond hispeed_freq and ignore above_hispeed_delay if
cpu_load exceeds 100.

When the last CPU within a cluster goes offline its cpufreq limits and
the current governor are saved so that it can start with the same
state (cpufreq min/max limits and scaling governor) when it comes back
online later. However if a different CPU from the same cluster comes
online after this it will restore the state that it saved when it went
offline and which can be different from the state of the CPU last
offlined. This can leave the system in incorrect (i.e. not the latest)
state since the rest of the CPUs in the same cluster brought back
online later will be associated with the CPU that first came online.
To prevent such a scenario save the state for all CPUs in a cluster
when the last CPU goes offline (since the last CPU holds the latest
updates) so that it can be properly restored by any CPU that first
comes online in that cluster.

When a CPU is running at policy->min, slack timer will not be scheduled.
If policy->min is reduced later, current implementation doesn't
reschedule slack timer and thus could leave CPU at a higher
frequency indefinitely as long as the CPU is idle. This behavior is
undesirable from power perspective.

min_sample_time needs to be cluster-based to match
above_hispeed_delay. If each CPU keeps making local decisions, it's
possible min_sample_time is not correctly enforced at cluster level,
which results in undesired frequency drops.

If a module calls cpufreq_get while cpufreq is initializing, it's
possible for it to be called after cpufreq_driver is set but before
cpufreq_cpu_data is written during subsys_interface_register. This
happens because cpufreq_get doesn't take the cpufreq_driver_lock
around its use of cpufreq_cpu_data.
Fix this by using cpufreq_cpu_get(cpu) to look up the policy rather
than reading it out of cpufreq_cpu_data directly. cpufreq_cpu_get()
takes the appropriate locks to prevent this race from happening.
Since it's possible for policy to be NULL if the caller passes in an
invalid CPU number or calls the function before cpufreq is initialized,
delete the BUG_ON(!policy) and simply return 0. Don't try to return
-ENOENT because that's negative and the function returns an unsigned
integer.

Currently interactive governor timer doesn't re-arm itself when it
selects policy->max as the new frequency to go to. On hitting idle
for the first time at max frequency timer is armed again. This
mechanism doesn't have any noticeable performance benefits since
CPUs running at max frequencies without going into idles show high
loads which prevents the governor from lowering their frequencies.
This change rearms the timer even at max frequency which removes
the need to handle idle starts. This simplifies the code and also
makes the governor timer windows more regular so that the
notifications going out from the governor are uniformly spaced
apart. Max freq hysteresis start timestamp is refreshed everytime
policy->max is selected as the new frequency to prevent stepping
down from max frequency earlier than intended.

On Dell Latitude C600 laptop with Pentium 3 850MHz processor, the
speedstep-smi driver sometimes loads and sometimes doesn't load with
"change to state X failed" message.
The hardware sometimes refuses to change frequency and in this case, we
need to retry later. I found out that we need to enable interrupts while
waiting. When we enable interrupts, the hardware blockage that prevents
frequency transition resolves and the transition is possible. With
disabled interrupts, the blockage doesn't resolve (no matter how long do
we wait). The exact reasons for this hardware behavior are unknown.
This patch enables interrupts in the function speedstep_set_state that can
be called with disabled interrupts. However, this function is called with
disabled interrupts only from speedstep_get_freqs, so it shouldn't cause
any problem.

Different structures might need to be saved and restored based on
different scheduling policies of current thread. Saving and restoring
priority using scheduler APIs is very fragile due to potential changes
in scheduler code. In addition, the priority change doesn't
provide any starvation guarantee because threads can be preempted
before the priority change.
Therefore remove save and restore of priority to avoid potential bugs
when scheduler API changes. Caller will now be responsible for setting
the right priority for their CPU frequency scaling workqueue/thread.

Many subsystems depend on cpufreq API for CPU frequency scaling.
Cpufreq API is expected to fail until cpufreq device registers.
Change pr_debug() to pr_info() so that user could determine when
cpufreq API becomes available during boot from kernel messages. This
is crucial to understand whether a cpufreq API failure is benign
during early boot.

Compiler warns about hvt variable in
cpufreq_interactive_speedchange_task() being used without
initialization. Initialize it to ~0ULL.
Note that in reality, this won't happen because when governor_enabled
is true, these two conditions are guaranteed:
1) policy->cpus won't be empty, and
2) target_freq won't be 0.
Otherwise, it indicates more serious issues in the system.
With these two conditions, hvt will be overwritten by at least
one CPU's local_hvttime.

sysfs_notify of scaling_cur_freq is no longer used by userspace
components. Since sysfs_notify contends on a single mutex, it could
add long delay to CPU frequency scaling.
Remove the sysfs_notify() to speed up CPU frequency scaling.

Current implementation of cpufreq_interactive_enable_sched_input()
returns early if use_sched_input is already enabled. This breaks
refcounting for migration notification registration. It could also
result in failure of registering migration notification after
hotplugging the entire cluster and/or suspend/resume.

down_read_trylock is not always non-blocking if the same thread calls
down_write() before.

down_read()
down_write()
__down_write_nested()
schedule()

acquires sem->wait_lock
__rwsem_wake_one_writer()
tries to lock sem->wait_lock
Now CPU2 is waiting for CPU1's schedule() to complete, while holding
sem->wait_lock. CPU1 needs sem->wait_lock to continue.
This problem only happens after cpufreq_interactive introduced load
change notification that could be called within schedule().
Add a separate flag to ignore notification if current thread is in
middle of down_write(). This avoids attempting to hold sem->wait_lock.
The additional flag doesn't have any side effects because
down_read_trylock() would have failed anyway.

qcom-cpufreq blocks CPU frequency change request during suspend, because
its dependencies might be suspended. Thus a freq change request would
fail silently, and CPU clock won't change until first frequency update
is requested after system comes out of suspend. This creates a period
when thermal driver cannot perform frequency mitigation, even though
policy->min/max have been correctly updated.
Check each online CPU's policy during resume to correct any frequency
violation as soon as possible.
